To give an example of legitimate large downloads (besides the Linux
ISO's)...

There is a very large community of music traders who only trade live
material that has been recorded with a bands permission.  Most notable of
these bands is the Grateful Dead, but many many other bands have started to
allow taping of their shows, and the subsequent electronic dissemination of
those recordings.

My utilization of my 768kbs cable internet line at home is near 95% all the
time, and I am never there.  It is these downloads that are scheduled (and
people uploading FROM my home machines) that use all that bandwidth.

I just didn't want you to think that ALL of us high-utilization users were
breaking the laws.

Now who's got that Nora Jones CD that they can copy for me...

These things are done on a statistical retrospective basis. You'd really
have to be hammering the service to show up.

Apart from downloading Linux ISOs regularly, I'd struggle to think of an
activity that is going to seriously hit that limit over a prolonged period
of time that doesn't involve large amounts of MP3s/Vids/Software. - which
if
you're downloading are unlikely to be backups of your own material.

the Cost of Core Internet bandwidth has not fallen at the same rate as
"consumer" bandwidth so these measures were always going to be
likely.

Just IMHO.
