I have used Mdameon mailserver by deerfield in the past and found that it
does all the E-mail bits your after.. as far as mailing lists are
concerned.. it dosen't have a web front end, But this could be build from
basic HTML apps.... could be hosted on the end of a BB link depending on
Bandwith.. Shouldn't use that much as it's just text based mail...

I use this server for a smaler scale list called TECH.. on the end of a 2mb
shaired link and found no problems at all.. It coped with 120 users 9 - 5
with attachments upto 40mb.. (Even when I told them not to!!)

If you host it localyou you can control the group easly. or host the
software somewhere else and remote admin it.. you can modorate users and /
or messages etc.. etc..

As I was using this as a corprate mailserver we have since gone to
exchnage.. and lost the features that your after.... Shame.. but Tech I
have
left on the old server which will be moving to home on the end of a BB
link.. along with some other mailing lists that require my attention..
