may be interferance, you are getting the IR direct from the remote to Tivo
and you are also getting the IR from the repeater.
You will need to play around with the placement of IR Repeaters

I have a Loewe Articos TV which has a built-in IR repeater to control
devices hidden in the stand. It works fine for my Amstrad digibox and
JVC VCR but the Tivo just doesn't respond. Anyone have any ideas?
