Both my kids (8 and 13) have access to the internet on PCs within
their rooms (mostly for help with homework but for the occaisonal game
too).  I didn't do much research of products but went with CyberPatrol
( http://www.cyberpatrol.com/
)and have been more than happy with it.
You can configure it differently for different users. I've given the
older boy a bit more freedom. He's quite PC savvy but I don't believe
he's managed to circumvent the s/w yet. He has come and asked my if a
site he wants to visit is blocked and most times I've then changed
Cyberpatrol to give access.

It's quite expensive, as it's an annual subscription (around 35GBP
each IIRC).  It's also quite resource hungry and can slow surfing down
a bit but this isn't too noticeable with ADSL.

A friend who has older tenenagers went further and used a program
called IAMBIGBROTHER ( http://www.iambigbrother.com/ )to
log chat
rooms but my oldest hasn't discovered them yet(Cyberpatrol blocks
access)!
