Hi Ian,
Yes, there is an .exe and two .dlls available which will run on a PC
without the cygwin environment. Works a treat!
Checkout the link:
http://tivo-mplayer.sourceforge.net/
and download the zip
"MPlayer Cygwin Binary 0.15"
Checkout the documentation on the bottom of the same page.
