Because people will use it for Camcorders and Games Consoles.

Are you sure that none of the SCART's support S-Video.

My 25" JVC supports S-video on both SCART's and front (actually side )
AV
sockets.

My 28" Mitsubishi supports S-Video on AV2 SCART and front mounted AV
sockets.

Both support RGB on AV1 SCART but only the Mitsubishi allows it to be
manually selected. The JVC has to have RGB selected via Pin 16 of the
SCART.
