When I was playing with csf formats a year or so ago
(http://www.l1fe.co.uk/pronto)
I couldn't find any useful info on the
format.  In the end I used prontoedit to build simple panels and used
CCFtools to decompose to CSF and based my work on that.  From what I recall
CCFtools now also supports an XML DTD for defining panels which you might
find easier to work with depending on your language of choice.
