I think as default in has the following levels built in

0 - Unregistered
1 - registered
2 - Moderator
3 - Super Moderator
4 - Admininstrator

So as default you may have to move all the people to moderator, which
probably doesn't suit your needs. Like you say I'll be surprised if you
are
the first to want to do this though.
