Richard,

Power from the ceiling rose ? If retro-fitting a "standard" house
you should be able to loop out of the rose for power (a fused spur etc.).
For a custom-build house . . . well you should think of these things
up-front ;-))

If there are still problems with getting power, maybe you could break into
the ring mains upstairs or downstairs (again through a fused spur),
depending on how the house has been wired. Watch for bits in the wiring
regs which state the installation must "maintainable" amongst
other things.
