The eBay advert says:

for this offer"
This is, actually, according to interpretation by Microsoft, not by=20
you :-)
Let me now save you the price of your eBay bid, and give you the=20

You will need to register as a Microsoft partner. If you _are_ a=20
consultant / reseller / etc, this will give you no problem.=20
One of the nice changes to MS's partner program recently is that you=20
now only need to be a partner, not a certified partner. This suits=20
people like me, since I _do_ provide my client's services based=20
around MS technologies, but don't have any MCSEs on the payroll.
If you are NOT such a thing, then you can always lie, but at that=20
point you've obtained the licence by deceit, and therefore are=20
(legally) no better off than if you'd simply ripped a CD from a=20
friend.
Action Pack is a great resource for the IT industry - please don't=20
abuse it.
