I use a slinke to control IR from Homeseer. I believe there are other
options including:

SmartLinc PCIRLinc model 1195
SmartLinc HouseLinc
ConceptUK PCRemote
CPU-XA/Ocelot
JDS IRXpander
PCIR from ziplabel.com

but I don't know too much about them or if I have missed some off the
list.

Homeseer does have a section to send IR commands. As long as you can
route the IR around your house(I use Cat5 and stick-on emitters to
deliver the IR) then you can control the different devices. I don't
actually use the IR to control the TV (TV doesn't actually figure
very highly in our house!) but I do use IR from Homeseer to control
our various music systems. Switching on the jukebox from our browser
control also activates the amplifier in the current zone, etc.

Homeseer should be able to control most TVs if the IR commands are
loaded into the device files. There are always some devices that are
more problematic, particularly those that use higher frequency
carriers but a wide range of popular manufacturers will be covered.
If you can find a device at Remote Central then there is a good
chance that you will be able to control it from Homeseer.

The other problem that you will encounter is toggle codes. wherever
possible you want to use discrete codes that perform a specific
action. If you are not sure of the current state of a device then a
togle code may not do what you want, e.g. if the TV is already on and
you send the power toggle to turn it on you will actually turn it
off. Not a good move!
