You seem to have whole house voltage instability. This assertion is
based on the UPS recording fluctuating voltages, and a noticable
flicker of the lights, otherwise unconnected to the UPS.
Assuming it is not supposed to be like that (ie you dont live in a
rural idyll with miles of overhead lines supplying your abode) then
its probably a loose screw either in your consumer unit or in the
meter or board feed.
You can check most of the consumer unit with ease, ie power off at
the main isolator, and check every screw on the load side of the
isolator. Live and neutral, it could be either, and the earth whilst
you have the oportunity with the power off.
The incoming live feed requires the right tools and skills to check.
if you are skilled in the art, then a proper 1KV screwdriver will
enable checking the tightness of the always live incommers in the
consumer unit.
if thats all OK, ask the elec board to check from the meter backwards.
This stuff can be scary; a lot of heat is generated by arcing, and is
well worth getting checked.
