Quite simple really - the xbox is a closed architecture platform.
Developers kniow _exactly_ what the target kit is and can write a game to take
full advantage of all the hardware features on offer.
The "base target spec" for most games companies (ID Software aside!) is
something like a Pentium II-350!!!

There are so many combinations of cpus/mobos/graphics cards etc etc out there
that it is impossible to write something to take full advantage of every combo.
By using the latest hardware, you are basically compensating for the fac that
the developers cannot optimise their code for any particular machine.
