Might I venture to suggest an independent reviewer (ie not a list-member),
perhaps one whose job is to proof read documents at the top levels of
government (including correspondence that has Tony's name on the bottom of
it..), and who has a laypersons view of the subject matter, and an
appreciation and basic grasp of the main HA areas...

Now who do we know that might fit that bill....?
