Have you installed/started an ftp server on the tivo?
You need to run tivoftpd on the tivo in order to accept ftp
connections.
You can then type:
ftp <tivo ip address>

and IIRC you are not asked for a login.
Once you have successfully connected, use
"ls" to see what is on the tivo
"cd" to change directory
"get" to get a file
and
"put" to put a file
Filenames are case sensitive.
If you are transfering a file which isn't text, then first set binary
mode with the "bin" command.
