Yes, that was one reported problem. Price was another, so I guess the
cost of equipment may have come down now. I researched this technology
very closely before broadband was available as a way of providing net
access to several libraries in Blackburn. The costs were prohibitively
expensive (at the time), and the cost of the equipment at the
substations was high too. Substations also serve a lot less houses than
a BT exchange will (in most cases).
