There are test houses that will confrm (or otherwise) that an item
under test complies to the regs that you ask them to test for
(usually EMC), but they arent empowered especially to issue CE
stickers or whatever.  Thats the responsibility of the person or
persons that bring the item to market.

Which is different to UL, whereby a sample of you thing is tested,
and a certificat (nd number) issued by the UL folks themselves.
