If you're using a PC, make sure....

It has masses of ram & HD, and is as fast as you can get.

Or any new Mac, with a decent amount of memory.(you get excellent basic editing software with any mac)

Premiere is horrendous for an introduction to editing.  For PC, wait <= BR> for the Avid DV-xpress Free version they just announced.  For anything=
more complex than iMovie for the Mac, Final Cut Pro has a more basic
version (DV only) for =A3239 or something.
