Unfortunately the quality of the SVCD is by far inferior to the DV tape, so the best way to keep your edited record in highest quality possible is to put it back on tape.
I have done a lot of tests with different encoders, using different parameters and the result is not so good for SVCD.
If you have the possibility to burn-it to a DVD-R, then it is another thing (in MPEG2, 720x576, 6Mbps).
You can try to make miniDVD (DVD formatted data on a CD-R), but not all standalone players can play such CD's because of the speed limitation (to high data rate for a CD format).
A very good and simple to use tool is Power Director.

For editing purpose, I have used many softwares, but by far the easiest to use and with good results is Pinnacle Studio (7 or 8).

Regarding the camera to use, DV-in is a must in my opinion.
I have an old JVC GR-DVL100E (model 2000), which can easily be hacked through software for DVD-in.

You can use any Firewire card (IEE1394). Even with the cheapest one you can do the same things as with a more expensive one.
One think to take care is the HDD capacity. You must consider about 4GB for 20min. of digital video data captured from camera.
In order to edit it and add transitions/sound/titles you need more than double.

  difficult to learn.  I use Pinnacle Studio which IMHO is very good and
  certainly feature rich enough for all but the most advanced users.

  Can't really comment much on which camera to go for, but am sure others will
  have many suggestions.
