Dave,

You say 'There is no room thermostats on the system. There are
thermostatic valves on the radiators. The boiler is a combi made by
Worcester Bosch.'

I'm no heating engineer but there should be at least one radiator
without a TRV (Thermostatic Radiator Valve) in any system. Sometimes a
towel rail.

Also concerned that you have no form of electrical thermostat.

A big issue of 'old' systems was that it had to heat and pump water to
measure return temperature when in fact no heat was required. This is
the cause of classic 'boiler cycling'.

The whole process of heating, pumping and shutting down, just to measure
system temperature, unnecessarily wastes heat. This could be made worse
by your boiler position, in a cold room. Also if all the TRVs are closed
how does the unused Hot Water get returned to the boiler to be
measured...

Sorry, more questions than answers.
