Thanks, rubber mats may be an alternative. I definitely can't dig up the
road though (otherwise I could uses vehicle alerts, or similar). Some of
the 'hobby' radar guns with quoted accuracies of +/-1mph were around USD
200, that's the sort of level I was aiming at - certainly under a grand for
the whole system.

I've seen number plate recognition combined with radar guns but for my
application a simple frame grab should suffice. I suspect someone will be
very busy collating all the data though.
