Try research frames and/or templates in the Dreamweaver MX help
system. That may lead you in the right direction.
Frames would allow you to have a separate HTML for the
header/footer, whereas a Template is one HTML page typically, but
once you change the area established as a template, it will change
all other pages assigned to this template.
