Why not just use the domain forwarding feature with 123 to point to
http://my.ip.address?

For ns, you need two name servers, and they must have different IP
addresses.

You could try to get 123reg to set up a zone file for you so your site is
serverd from their name servers, but they probably won't do that....

Alternatively, check out dyndns.org's "Custom DNS" option.
