For handwriting recognition, the best thing available at the moment has
to be a TabletPC.

The second best thing is to get hold of a copy of Windows XP TabletPC
Edition (though the only legitimate means that I'm aware of is through
an MSDN Universal Subscription), and get a Wacom graphics tablet (I'd
suggest the Intuous 2).

The active touch screen technology that Microsoft uses is licenses from
Wacom (you can use Wacom accessories with a TabletPC).

The advantage with this approach is that the handwriting recognition in
XP TabletPC includes speed & 'flow' rather than just analysing a
bitmap.
It also operates at a much higher scan rate than screen-based
handwriting recognition, such as Windows CE.
