d) the missing option....

almost certainly very well regulated as that is the general nature of a
Switch Mode Power Supply (SMPS) ... however... there could be a minimum
load
requirement.

Some SMPS's only guarantee correct regulation with a minimim load of x mA
on
a certain output. Some will	only power up if the minimum load is present.
the two ex-PC power supplies I have kicking around fall into the two
different descriptions above.
