I like http://www.irfanview.com/
The batch conversion should handle everything you want to do.

Subject: [ukha_d] OT:Batch conversion of bmp to jpg
Hi All,
Off topic I know, but this seems to be a good font of knowledge.
A relation of mine, who runs an alarm installation company so maybe
I can tap him for knowledge to feed back into this group in way of
payback, has an achive of business information with a large amount
of .bmp files in several subdirectories.
His archive now takes about 2 gig, but at a guess we can get it down
to about 400 meg by converting this archive to jpeg.
So what we need is a good preferably free, though shareware would be
ok as we only need to do this once, way of batch converting all
the .bmp files to a .jpg and hence saving huge amounts of memory.
The batch process will have to take a root directory and then
replace the .bmp files with similar named .jpg files in the same sub
directories, and thats about it.
Just about everything I have trawled off the net has fallen at one
hurdle or another.
Does anyone know anything that will actually work.
PS turned on my comfort system for the first time yesterday, seems
to be pretty trick and it looks like I didn't get any wires wrong!!!
