You can rack out with 4U normal depth servers on the front flanges
(assuming
they are good cases, and good racks) without problem, from experience. 
It's
very common, lots of folks do that in our datacenter, and we have no reason
to stop it as the rack are just fine with it.  We've even had some of our
engineers prove it with FE analysis.

2U does not work, neither do "deep" 4U servers.

Rittal (rack makers) also say their racks are good for this.. upto 25kg's
on
4U normal depth...
