Yes, NTL use dynamic IPs.

The NTL DHCP server will "lease" your router/computer an IP
address on
connection to the net. The lease will have a time out at which point
your system will request a new IP address. The DHCP server will merely
renew the lease on the existing address. The lease will expire if the
system is disconnected when the lease expires (so say turning it off for
12 hours could release the IP address and your address would then
change).

I am not sure how long the lease period is for NTL.
