Dynamic IP addresses are not automatically blocked but they are more
likely to if somone has been spamming or allowed spamming through the
range. Spam is getting to be such a serious problem that drastic measures
have to be taken to reduce the flow.

I agree. You are being blocked due to someone else's carelessness.
