I think I have now sorted this...it seems to be an earth
issue....."read - cockup on my part!!"

The power button is normally a momentary press on an ATX power supply.

Holding the power button in will cause the PC to switch off after about 6
seconds.

Try making the relay operate for about 200mS just to give it a pulse. That
should work OK.
