I use an external Zyxel router which I believe runs the same software
as a Netgear. If so then you can script a telnet session (various
freeware out there to do this) which includes commands to switch ISP.

I did actually have this working OK to switch between Freeserve
(during the week) and another ISP that had a very reliable service
but only free at weekends. There were a few 'mis fires' of the script
though, probably due to commands coming through too quickly or just
dodgy freeware application. I changed away from Freeserve before I
actually bothered sorting out the issues.
