I was under the impression that you have the option of either paying
local equivalent of VAT in the country of purchase or paying the VAT
rate applicable in the UK at the time of import into the UK (the
revenue used to be nice and let you use either there exchange rate or
the spot rate as published in the FT etal which ever was more
advantagous when working out the duty in GBP).

For small purchases I have never been bothered with the hassle of
filling in the forms to get the foreign duty back, but has certainly
worked that way importing cars in the past, not sure what the rules
are these days
