No, it can't be surely, that's just plain stupid!

Yes, they will, from memory, if the light sensitivity is not adjusted to
meet the light level that you want them to operate at. I'd need to check
the slip of paper that it came with though to be sure.

I would doubt it, but I suppose it's a possibility. For the life of me
though I cannot think of a reason to have a security light operate in
that manner.
