Yes - that's the point.

Why?

A friend of mine in the States, who lives on a farm in Oregon, signed up fo= r his 802.11b internet access 6 months ago... this is in a rural area, not = a city!

Instead of spending =A33 billion on 3G licenses, why didn't some like
Orange invest the money into building a national 802.11a/b network?
