Not entirelly sure it does all you want it to do, but ipcop
(http://ipcop.org) will support usb dsl
modems.
It does however, have a guide on how to run it within another linux
dstributuion on the website, so if you weregoing to run a server for
mail etc. you could just bolt it on.
