BB exchange triggers?

I know this has been discussed before, but does anyone have even a
vague
idea of the likely trigger point for a 'small' exchange?

For the past 3 months BT have been promising to issue the trigger point
for
my exchange, but now the website just says it's not viable at the
moment,
though if the number of registrants reaches a certain point, they will
consider issuing a trigger point.  So basically, I need to know the
trigger
point for viability for BT to issue the trigger point to actually get
it
upgraded!! Muppets.

A local campaign by me has got the number up from 8 to 91 in the space of
a
few weeks, but if it's got to be another few hundred then it's not
worth
putting any more time into it.

Also, does anyone know how to get the size of an exchange?  I say mine
is
small based on the size of the community, but that's obviously pure
guess
work.
