How about a super-list, which is simply subscribed to all the 
UKHA_lists? Those interested in everything subscribe to the super-
list, those interested in the subset take only those groups of 
specific interest. 

The flaw in the plan is that superlist users would have to use a 
little bit of thought when composing replies - something that could 
probably be overcome automatically with a bit of majordomo 
wizardry/scripting?
