I can't answer the question about the batch file, but have you 
thought about using scripting? You can schedule scripts easily in XP 
and they are quite simple to construct. Another option is to put some 
javascript on a web page that opens, sizes and locates other browser 
windos as it loads. Again this is quite straight forward (the 
technique is used and abused by porn sites and othe rundesirables).
