Not a planner or know anything about this but my opinion is 'tough'. 
Precendent has been set in the street, including your house. Planners
like the removal of cars from the roadway so conversion of a garage =
loss of parking space. Not a problem if the driveway is long enough,
but
that is generally your only point of complaint. The planners could
grant
him planning permission and then put double yellows in the street
because you complained about parked cars on the road ;-)

You also have no way of determining what effect the changes will have
on
house prices. 
Live with it, as your neighbour has.
