You connect Meteor to a serial port on the PC.  You don't need to run any software apart from the HomeVision one.  BUT you have to contact Craig at www.csi3.com and pay a small licence fee.  He will then give you a code which enables the CID menu on the HV software.

  Mark, which software? The HV box or the PC bit? Do you connect the Meteor
  direct to HV or does it pass info via the PC software.
