All X-10 lamp modules and wall switches that are set to the same house
code would switch themselves on. Appliance modules and other non-lamp
modules would ignore the All-Lights-On command.

The house code set would be the same as the controller that has sent the
All-Lights-On command. The unit code could be found by sending the
appropriate ON command with the 16 unit codes individually.
