Rob,
       If you want the sync coming out of the
scart then your assumption is
correct. Pin 17 is the common ground whether you are going in or out &
this
is connected to the shield of the phono. 
It really isn't a sync pulse as on pins 19 & 20 it is actually a
composite
(Pal) signal which contains a 0.3 volt sync pulse & this works as syncs
with
RGB.

So it's Pin 19 to the centre pin of the phono plug and Pin 17 to the
shield of the Phono?
