Because some Switch Mode power supplies require a minimum current draw on
one or more of the outputs in order to maintain regulation within the
specified limits.

In short....

If you dont draw enough current the output voltage could be incorrect or
unstable.

For some really large PSU's the minimum current can be several AMPS!

I've been told that too. A friend read it in a PC oriented book IIRC.
I've always tried to connect a CD-ROM or HD to it when testing if at
all possible. Couldn't tell you the why of it though.
