Yes there is, as many modern motherboards offer a setting to do exactly
that. - does yours not have a setting for power-fail action in the BIOS? -
is there a BIOS update for you M/B available that does have it?
If neither of the above is true, then is shouldn't be a big deal to knock
up
a little circuit which applies the required switching signal to the ATX PSU
when the power comes back on, but that's for someone else who knows more
about electronicy-stuff to answer....
