Like others, rails if you can. The problem is not just hat they will
hold, but if you have got a case above and say a patch panel below,
getting them in and out later is murder unless you have someone to hold
the back as you withdraw them or insert them, the leverage is very
large. Also if you have noting underneath getting the screws in is
difficult without a extra pair of hands

My two boxes are 4U, and I wish I had rails on them, it's a right pig.
