With my plug-in:
If you receive a call from a known number: create an event against 
the meteor "device" and then test for appropriate condition on
event.
Sorry if that is a bit vague, that that's nature of GUI's. It's no 
different from actioning an X-10 event in principle, even if it comes 
with supplementary data. If this is confusing, feel free to mail me 
off-list.
