As I don't live in the UK I don't understand UK exchange dial plans but
I would be surprised if the answer is yes unless someone knows of some
special code used by installers - even then it is likely to be 3 digits
or so.

A possible idea (I am not familiar with meteor and homeseer) is, you say
that meteor can detect off-hook and DTMF.  If it can detect the scenario
of an off-hook and first digit is say a "#" then it could generate a
serial port message or fire some other output that you could in some way
use to operate a relay that would disconnect the outside line.  The
trick is to be able to continue to feed 48V from another source once you
break the line with the relay.  The very short disconnection of the 48V
supplied by the telephone exchange to the 48V you supply shouldn't cause
you internal system to see it as a hang-up.

Not a complete answer but perhaps the stimulus for a solution ?

The reason I ask is that I am working on a Meteor plugin for HomeSeer
and I thought it would be pretty smart if I could include the ability to
control devices around the house using internal phones with it... As I'm
sure many of you are aware the Meteor can detect off hook and DTFM so I
figured if my plugin could detect a off hook event followed by a DTFM
sequence, e.g. "#" + "*" then it could go into a 'command mode'
pressing 1* would turn say, A1 on and 1# would turn it off etc. Of
course the problem with this is that after a few buttons I get the "the
number you have called is unavailable" message, hence the question. Any
bright ideas?
