It's legal there, but not particularly dangerous, because it's legal,
always has been, and therefore everyone expects it and watches out for
it.
The reason that Gerard is right, and undertaking in the UK is so dangerous,
is that because everyone knows it's illegal, no-one expects it, and
therefore no-one watches out for it.
Personally, I _have_ been known to overtake on the inside, but only where
I'm in the left-hand lane, the 60-mph womble is in the right, and there's a
clear lane between us. Not legal, but, IMHO, as safe as most things.
