This is an accepted practice and legal there; you can do any speed in
any lane more or less although they do seem to kind of follow our way of
thinking on lanes.

What works well in N. California is the commuter lanes too, you can only
be in one with more than three people in the car, less than that and
you're nicked! This cuts the congestion hugely and encourages
car-sharing to work.
