I think there may be something wrong with either your network and/or
copy of Outlook.
Most big (500+) installations of Outlook store the PST file on the
network. Two reasons for this: you can back up them regularily and it
allows greater flexibility with the Outlook Web Client.
Where I used to work, my PST file was over 1.5 Gigs and caused no
problems when accessing across the network.
